No guarantees, but this let me get through configure and gave:

   64-bit array dims and indexing:       yes
  64-bit BLAS array dims and indexing:  yes

on centos 7.

On the configure line I added:

--with-blas=openblas64 FFLAGS=-fdefault-integer-8

without the FFLAGS it would fail to configure.  I have not compiled or tested octave with this change, but thought it might get you further.
