what does axes ('visible', 'off') do?

I am looking at the old-ish dump_plot_demos code (that was written to be
Matlab-compatible) and I see
axes ('visible', 'off');
What does it do? It definitely does not hide the axis.
I also do not see any clear documentation neither on octave not on matlab
site.
