What error message do you see? What is your current directory and what is
the name of the folder you want to change to? Do they include non-ASCII
characters? Are you running on Windows?
A wild guess: This might be related to the current lack of being able to
handle files and folders with non-ASCII characters on Windows. The
work-around would be to not use non-ASCII characters in names of files and
folders on Windows...
