Can not reach octave forge in Chrome and Safari

When I use the url    http://octave.sourceforge.net/packages.php,  
or http://octave.sourceforge.io/packages.php,   I get this message in Chrome
(Mac OSX Sierra):

This Site Can't be Reached

Try
  Checking the Connection
  ...

ERR_CONNECTION_RESET

Clearing the browser cache did not help.

Both http://octave.sourceforge.net and http://octave.sourceforge.io are
reachable using traceroute in about 70 ms. 

Safari also can not reach the sites.

Wonder if any one else is seeing this problem.
