Signal 1.4.0 Released

Hi,

A new version of the Signal package for Octave has been uploaded to the
Octave Forge web site. Version 1.4.0 has been a long time coming, and
includes many accumulated new features, new functions, and bug fixes. A
summary of changes in this version can be found online at

It has already been reported that this version fails to install on
Windows operating systems, so a bug fix version 1.4.1 will probably be
coming soon.
