The error message means what it says, there is no bionic Release file.
What this actually means is that the PPA contains no packages for Ubuntu
bionic. Remove the PPA from your system and the error will go away.
sudo apt-add-repository -r ppa:octave/stable
But I will go tick the box that says it contains packages for bionic and
see if that changes anything.
