The communications package won't install on my Octave 4.4.0 (openSUSE 15.0)
system either.  The root of the error is:

    In file included from galois-def.cc:21:0:
    galois.h:24:10: fatal error: octave/config.h: No such file or directory
     #include <octave/config.h>
              ^~~~~~~~~~~~~~~~~
    compilation terminated.
    make: *** [Makefile:45: galois-def.o] Error 1
    make: *** Waiting for unfinished jobs....

This item is related to bug #53281 [1] of the signal package, which was
newly released at the beginning of May with a fix.  It seems to me that Mike
did not find the time to fix this issue in the communications package yet. 
Interesting, that the communications package was not listed on a recent
investigation by Alois Schloegl [2].

Maybe you file another bug report, that this is not forgotten.
