The communications package won't install on my Octave 4.4.0 (openSUSE 15.0)
system either. The root of the error is:

This item is related to bug #53281 [1] of the signal package, which was
newly released at the beginning of May with a fix. It seems to me that Mike
did not find the time to fix this issue in the communications package yet.
Interesting, that the communications package was not listed on a recent
investigation by Alois Schloegl [2].
Maybe you file another bug report, that this is not forgotten.

There are a number of issues with communications. There is
already a number of bug reports for communications - one
containing patches for getting it to compile is [1]
