  Right after submitting this line nothing happens, the terminal seems to

There is "]" missing, try:


  Phi = [[1.995^-2 -1]; [1.985^-2 -1];[1.783^-2 -1];[1.064^-2 -1];[0.388^-2
  -1];[0.127^-2 -1];[0.0373^-2 -1];[0.0204^-2 -1];[0.0052^-2 -1]]

Ctrl+C crash is fixed in Octave 4.4 as far as I know. What version are you 
using?
