After you've downloaded signal-1.4.0.tar.gz,
you should open GNU Octave and "cd" to that directory so that the file
is shown with "ls".
Then (in Octave):
pkg install signal-1.4.0.tar.gz
See here that this command works on the tar.gz archive, the parameter is
the filename you've downloaded.
Then after the installation
pkg load signal
(without version. This is the package name, not the filename)
