I would like asky ou to install of packages. I have problem by load/install/uninstall packages on win 10. Could you help me resolve this problem. If I want load signal packages, then I have response from systém down, if I can reinstall packages, then Octave not allow complete reintsall.
It´s this problem from reason of incompability octave with win10?

Did you install Octave by using the official installer? If so, many packages are already installed and just have to be loaded by "pkg load signal" (see [1]). If this is what you tried, then please answer the following questions that we can help you:
a) Which version of Octave are you using, which installer did you use?
b) Did you already try to completely reinstall Octave from that installer?
c) Did you try to reinstall any packages and if how?
In general I heard from many people using Octave on Windows 10. Thus it should not be a general problem with your system.
