pkg install from gui-octave 4.4.1 also not working

I am beginning to regret installing gui-octave 4.4.1. While waiting for a resolution to the plot file type problem, I thought I would install some of the packages I had installed on gui-octave 4.0.3. I began by attempting to install signal, which has a dependency on the control package. (I will state again that I installed gui-octave from the dmg available at Octave.app Downloads and that I am running High Sierra (10.13.6). This generated the following error:
