no graphics toolkits are available in stadalone application

Hello!
I try to create standalone application follow discribes in answers here

Everything works fine before caliing function "figure". Application display
error: "no graphics toolkits are available"
How can i set graphics toolkit?


Octave 5.1.0.0. Windows 7.
