[octave-forge] parallel-4.0.0 package release

Hi,

version 4.0.0 of the 'parallel' package has been released at Octave
Forge. Thanks to all who tested the release.

No Octave sessions spawned by 'fork()' are used anymore for parallel
computation, not even for 'parcellfun()'. This should fix some
problems related to multi-threading.

Due to a collaborative effort, parcellfun/pararrayfun can now be used
at Windows, too. The same should apply for the client functions for
cluster computation.
