issues with opening octave

Hello,

I get the following  script error message every time I open Octave (CLI and GUI). When I open the file location , it opens the folder and highlights the file "wscript.exe" . I tried reinstalling Octave , and still getting the same error.

I get the error message " error opening the interface: The system cannot find the file specified". 

I would be grateful for your help.
