They are usually in an INSTALL file (but it is shared between all packages and too complicated for 99% of the users) or, for versions stored in a VCS, occasionally in an HACKING file.
I suppose I could copy the content of http://smalltalk.gnu.org/download/cvs to an HACKING file.
