Thank you for your help but unfortunately we cannot connect our linux system to the Internet.  Is there an alternate solution you can suggest.

I would be careful to replace system tar with newer version.  Some system
tools could depend on specific old behavior of 1.15.

Otherwise I don't think there are some special new dependencies, what
usually works for me:

  $ sudo yum-builddep tar-*.src.rpm
  $ rpmbuild --rebuild tar-*.src.rpm

There is also copr repository where latest git tar is (from time to time)
rebuilt (including epel5):
https://copr.fedoraproject.org/coprs/praiskup/tar/
