--listed-incremental not working right

tar --listed-incremental not working right , new files are not added to the 
specified incrimental list file though they show in the .tar : a quick search 
turns up some nonsense about using -P which should have no bearing on --update 
files being added to the increment list. IRC support #tar was empty. In the
