I am using fptex, plus texinfo I compiled from the sources when
fptex's was incomplete.

texi2dvi uses shell features that the sh I use (cygwin) barfs on,
I think quoting issues.  But the general issue is

texi2dvi is an sh script.
Windows does not supply sh.
