UTF-8 support was announced in version 4.9.
Well, I guess I didn't make a big enough point of it: UTF-8 is
supported, as far as TeX goes, only as well as Computer Modern can
manage. Supporting other font families is the huge job which Oleg has
been working on.
I'll modify the NEWS entry to try to make this clearer.
