It is the source code. What operating system are you using on your computer?
If you want to run the programs, you can either compile the source
code, or another way (probably more popular) is to install a
pre-compiled package for whatever computer architecture and operating
system you are using. The latter are not on ftp.gnu.org but maybe
someone could point you to where to get them.
