No it doesn't?

\leqalignno{
   \int v(t)\, dt &= u(t) + C&[3.1]\cr
   \int v(t)\, dt &= u(t) + H&[3.2]\cr
}
@end displaymath

is output corretly with recent fixes, no commas output at all.
