[VCDImager] CD-R spins up, pressed VCD does not

When I burn a VCD with vcdimager/cdrdao, it plays fine but my CD-ROM drive(s)
spin up to max speed, kind of annoying.  All of my pressed VCD's never 
spin-up (well, maybee to 2x or 4x but much less than 32x).

Is this an artifact of using a CD-R or maybee there's a bit that's not
getting set in the image?  Or maybe I have to add some CD-I file to control it?
