[VCDImager] **ERROR: mpeg scan: pack header code expected, but 0x000001b9 found (buflen = 2324)

I am getting the above error while trying to create a VCD. Here's the 
command line:

>vcdimager Hatfield-McCoy002.mpg
 INFO: scanning mpeg sequence item #0 for scanpoints...
**ERROR: mpeg scan: pack header code expected, but 0x000001b9 found 
(buflen = 2324)

The MPG file was greated by using dvgrab to pull a type 2 DV AVI file 
from a dv camcorder, then MJPEG Tools was used to process the image into 
what should be a VCD compatible format. The resulting file plays file 
plays fine in mtv, gtv, and the like. also, doing a "file 
Hatfield-McCoy002.mpg" reports that the file is an mpeg system stream, 
not a an mpeg video file ( this is correct, right?). Doing a little 
seaching, a pack code of 0x000001b9 appears to be an ISO 11172 END CODE 
pack header, if that helps.

Any suggestions?
