afaik it's just a MPEG stream which consists of an I-frame only (if it
contains only one still picture), and a stream_id of 0xe1 or 0xe2
(depending which VCD specification it is used for)

IEC62107, whitebook, CD-i specs... maybe the MPEG1/2 specs contain also
some references...
btw, does anyone happen to have the ISO/IEC 11172-1 or -2 specs
(MPEG1 system/video) lying around? I could really need a few
clarifications...
