that's a sign for it not being a program stream...

well, you could try file(1) on the files...
e.g.:
$ file SVCDSample.mpg
SVCDSample.mpg: MPEG system stream data
$ file schuessel.mp3
schuessel.mp3: MP3, 128 kBits, 44.1 kHz, JStereo

by reencoding/multiplexing/etc... try the mjpegtools webpage for more
informations...

by using a tool which is suitable for the task :-) (maybe the mjpegtools
