Either use ATAPICAM, available at
http://www.cuivre.fr.eu.org/~thomas/atapicam/
and use cdrdao (ports/audio/cdrdao) to burn the bin/cue set
("cdrdao <file>.cue"), or use the ATAPI-aware cdrdao, available at
ftp://ftp.dk.freebsd.org/pub/ata/
The first option (ATAPICAM + cdrdao from ports) doesn't seem to
work on FreeBSD-CURRENT, so the ATAPI-aware cdrdao binary might
be the better idea.
