[VCDImager] bug at building

vcxdbuild...  Look at please:

After having built the binary image I couldn't write the VCD. The cdrdao
said: "there are empty tracks, CD can not be written" or similar.
I tried to create a VCD, consisting 7 clips, using the vcdxgen. All
have audio tracks, of course. The shortest clip lasts for 74 seconds. The
total lenght is 21 minutes - the vcdxbuild created an image with a lenght
of 14 minutes! Why??
