[VCDImager] VCD on DVD-R ?

Hello, I apologize if this question has been asked before.  I did a
search on this list, and didn't find any similar previous posts.

I'm wondering if I can put VCD tracks onto a DVD-R, and expect them to
play in a standalone DVD player?

If so, is it possible to do this with vcdimager?

I imagine if this were possible, a DVD-R would be able to contain ~9
hours of video.  Is that a reasonable assumption?

4.7GB = ~4812MB
4812/650 = 7.4
74min * 7.4 = 547.6 min
547.6 min/60 = 9.13 hours

Does that seem about right?
