[Hurdextras-hackers] patch for Debian package

Hi!

Here's the patch for a debian package of Httpfs. It does the following:

- added debian dir
- fixed some build problems with libxml headers and netfs
- put NAME and VERSION defines in version.h
- adds a User-Agent field on HTTP requests.
- merged debian/changelog with your past entries in ./ChangeLog, because as a
debian-native package both changelogs should be the same.

after appliing this please make debian/changelog a symlink to ../ChangeLog
