Tried to package-install-file, but ails

I have tried to:

{M-x package-install-file RET hyperbole-master.tar RET} but it fails
with:

package--description-file: Wrong type argument: stringp, nil

What is preferred method to install package from latest snapshot?

Now I have just loaded all files (few times) to test it. But HTML
export for Koutliner still does not work.

Package I got from here:
https://git.savannah.gnu.org/cgit/hyperbole.git/commit/

I use:  Editor:      GNU Emacs 28.0.50 (build 26, x86_64-pc-linux-gnu, X 
toolkit, cairo version 1.14.8, Xaw3d scroll bars)

        Hyperbole:   7.1.4
        Sys Type:    x86_64-pc-linux-gnu
        OS Type:     gnu/linux
        Window Sys:  x
        News Reader: Gnus v5.13
