Do you know how I can run CVS as subprocess in C# net application?
Any documentation do you have?

The easiest thing to do that is to run CVS as a subprocess.
The parameter API is well documented and stable, the stdin, stdout and stderr
behaviour of the commands is stable enough (much of it is tested by sanity.sh).
