Not sure what command you have bound to `C-c C-f C-c'. In message
mode, C-c C-f C-c runs the command message-goto-cc, in the summary
buffer C-c C-f runs the command gnus-summary-mail-forward.

What's wrong with `message-forward-ignored-headers'?
