MV3 JShelter Chrome Release (Re: Yesterday meeting)

Hello,

my regrets as well: unfortunately the date of this meeting slipped out 
from (or never made into) my calendar, and I was too deep into Manifest 
V3 migration work  to notice.

Speaking of which, I'm almost done with the JShelter mv3 chrome build 
and the nscl mv3-aware branch.
I'm gonna push the code onto our mv3 pagure topic branch for review, 
merge and release by Saturday.
