Hi Pat

I think all your foreach calls are true, these loops would be better written
as foreach's.

For the fines.pl script, the $date is todays date typically, and $date2 will
be the date an item was due.
Its just for working out how overdue an item is.

fines.pl is meant to be run as some kinda cron job to calculate overdue
fines each night.

All the rest of your tidying up looks great.
