Actually, installer.pl only backs up httpd.conf if it has to modify the contents
instead of just appending the Virtual Hosts on the end.  It modifies the
contents if it needs to uncomment LoadModule lines for setenv_module or
includes_module.

You are right, though, it should make a backup even if it just appending to the
file.
