Fixed.  processz3950queue now listens for a -HUP signal before processing the
queue.  Z3950.pm sends the -HUP signal when it inserts a new query into the
queue.  Additionally, if the kill -HUP returns 0 processes signalled,
marcimport.pl will print an error message saying that there is no daemon running
and giving instructions for how to fire it up.
