I propose that bookfunds should return a list of bookfunds whose start and
enddates include today's date. Would this cause problems with libraries
"fudging" budgets (ie receiving orders a month late, but putting them in the
previous year's budget because there's money left)? As I see it, the current
setup doesn't allow this either, so we wouldn't be losing functionality. :)
