I found that it does not only have an unlabelled check box; the HTML for that
unlabelled check box even has an empty name (NAME="").

branches.tmpl has the check box in the HTML; only the name of the check box is a
template variable. Would it make more sense to have the whole check box as a
template variable, not just the name? In that case we can avoid generating check
boxes with no label and no name.
