There should be some sort of way for the user to change the Locations presented
at the memberentry page.  This would most likely consist of add a table to the
database and providing some page under system parameters / koha admin to allow
them to add/edit/delete locations.  I am not sure how we would deal with the
deletion of locations that members are already assigned to, but it is an issue
we probably need to deal with.
