I've just looked at our local Apache2/Koha-1.9.3 installation and I
couldn't see how to do this from the interface either. I think you have
to add them as a borrower, "Change Password" to set userid/password and
then pick "Modify User Flags" and give them extra access.
However, it didn't set flags in 1.9.3 for me. I can't even find the
"flags" part in borrowers table that Steve Tonneson's member-flags.pl
tries to update. Is this a bug, missing feature or what?
