you can ask YES. Just answer on the next question, the one asking if you
plan to release the file.

Does it affect the tarball or a release or is it used only for the name
of the newly created tarball? Is it relevant for me to put RC4 or
whatever?
It also put the number in /etc/koha.conf file, that is shown in "About".
