Although a copy of libdvdnav exists in xine (same as libcdio and
vcdimager), libdvdnav is maintained outside (same as...). 

And I think libdvdplay is depricated in vlc since they are using
libdvdnav for the menu, and playback-control DVD features.

Okay. Good idea. Thanks for the suggestion/guidance. Something like
this I think fits better in the libcdio philosophy of non-competition
and trying to add a service where there is none.

(However there's still the issue of getting a volunteer.)
