This bug was fixed in job.c 1.464 from 2024-01-07. It will be included in
NetBSD 11.

I'm investigating this. The .NOTPARALLEL target is documented to work, and the
code looks like it. But there are a few differences between compatibility mode
and parallel mode, so maybe it's one of these differences.
