The inc file is generated by the gen-rules tool. The syntax of the ins
files is not documented though. The only way to learn it is to follow
the existing examples. When in doubt just ask me.
The interpreter is enabled with "./configure --enable-interpreter".
For ARM there was an outdated patch on the dotgnu savannah page. To
make the ARM backend functional it would be needed to review this
patch, update it, fix its shortcomings and then integrate it
