Follow-up Comment #5:

This has now been implemented in r1408 and r1423. All templates have been
updated to support translatable strings and an example German translation has
been created (just translates a few menu items). 

The conversion of HTTP_ACCEPT_LANGUAGE could be improved by the addition of a
full lookup table, but since the user can also set their language manually
that isn't a high priority.
