Got the final nail in the coffin today with a response to my Open Canada
data set request. It's basically a “no”, as we expected:

The Canada Revenue Agency has provided a response to your suggest a
dataset submission. According to them, the suggestion required
discussions with the subject matters areas to ensure the appropriate
response.

CRA Response:

for electronic filing purposes and to receive information on return
specifications, developers must complete a Software Developer’s
Application for Electronic Filing. If you are interested in developing
