New Editor Join Process Details

Howdy,

I'm a co-maintainer for the LibrePlanet Denver Group page, and we are trying to update the details on our "Join" Section, and need some info...

How many edits are required to the sandbox, and how many days does of waiting are required before someone may create and start editing their own page?

As you all know this is required before, say, someone from Colorado or the Denver metro area may add our label to their own page and join our group.
