Please don't think that's an exhaustive list of all non-free software in
existence.

I understand that you want to know if it's free software or not, and Webmin
appears to be under a permissive free software license [1], but please don't
think that you need anyone's permission ("Is it OK...") to install software on
your own machines. :)
