Create real pacifist rings.  Plan and carry out real world actions like holding flowers in crowded squares at specific times.

The level of coordinated communication necessary to carry out a bombing^w flower-holding would itself trigger detection algorithms, right?

(It must, or any terrorists could circumvent the algorithms by simple noun substitution.)

Also, many of us would get 'flowered'! :)

Methods of computational intelligence have their limitations. I know
about the capabilities of applied people in the field (I am myself a
specialist in foundations).

We can wreck the entire surveillance system by more coordinated games.

Normal communication can be done in ways that stretch the meaning of
predications in language and in unpredictable ways.

Create virtual terrorist rings.

But how we do this in a natural, easy way that is minimalistic and
integrates well with the daily lives of people?
That is a difficult problem.
